Of course he was in 2014. He was recruited back then and not frozen until after every one was rounded up.

Individual people were being frozen before that, but the major actors like the sheriff and the doctor weren't frozen till afterwards, when they were ready to go. To Mop's point, the doc looks younger in the past because they started planning this decades before it actually went down. He looked older in 2014 because he WAS older in 2014.
