Nothing is going to keep Iran from developing a bomb if it chooses to. The deal is about changing the choices available.

The inspection stuff isn't perfect, but it offers a clear path to sanctions if access isn't granted.
Requiring Iran to stop funding groups like Hamas and Hezbollah is putting the cart before the horse, IMO. If you show Iran that it's better to re-engage with the world rather than be isolated and paranoid, then they'll have less incentive to fund these groups. (I'm not saying this is perfect either, but it's one of those difficult compromises that we live with to ensure peace)
