Exactly. The choices aren't "no terrorism" or "sponsor terrorism", it's "sponsor terrorism" or "sponsor terrorism AND have nukes"

Iran is a rational actor. We may not agree with their rationale for acting, but it isn't crazy illogical like North Korea.
