This is an interesting political-legal conundrum

There is a bill before the MO Governor that specifically disallows municipalities from raising the minimum wage after August 28, 2015. The bill has been vetoed and the override chances are uncertain.

The issue is that Missouri law doesn't appear to give municipalities the ability to raise the minimum wage above the state level. But does a law passed that would restrict them from doing so give them the ability to do it if the veto is then sustained?
