This has a nice summary but basically it is $25/yr (same as iTunes) and any MP3/MP4 you have on your computer that is "matched" by the service

does not count against your storage. Amazon has the largest allocation of 250k songs stored also for uploading things it does not match to its library.
I pay for iTunes Match because it enables the cloud functionality for our library so I don't have to sync purchased music between devices. If I add on Amazon's Cloud Player to it, I can upload everything again to Amazon and then have the same music available to Amazon devices. It's a cheap cost to cross the platform divide.
