i don't think it's shameful so much as it's simple human nature....

see also: government encouraging the building of houses in flood plains or developing the chapparal that has always burned periodically or living in the shadow of a volcano or....well on and on. people generally will always ignore theoretical future disaster when they make decisions about what to do today. that's just the way most humans work.
