Best I can tell the fire came up the side of the freeway and people probably couldn't see for smoke so they abandoned their vehicles. Traffic backed up behind them and then the fire hit that area and caught some of those cars on fire. The ones at the head of the stoppage appear to be okay and people are being walked back up the shoulder to drive them away.
