I think Stark and Cap are the two rallying points, obviously.
Stark wanting government oversight because of the Inhumans, etc basically actibg in ways that are disruptive or destructive, even if unintentionally.
And Cap saying uh, no, that way lies madness and concentrates power in too few hands.
So on Stark's side, I think you get Banner because he has first hand experience on how destructive a power can be if not managed. I think you get Widow, too, but less committed to Stark's vision. She'd try to moderate him but still back the overall goal. Thor, I think would be on this side, coming from a monarchical system.
I think Hawkeye, Falcon and Scarlet Witch are on Cap's side. With Falcon maybe being in the same position as Widow and trying to moderate Cap to some sort of compromise position.
I expect Spidey to be on Stark's side initially so that we get the identity reveal, but to flip. I think Ant-Man ends up with Cap, being that they just established Lang as being anti-establishment.
I do like that the Winter Soldier will be a part of this and I'll be very interested to see how he plays into things.
