At my company, we switched to PTO at the beginning of 08. They calculated our new PTO days as vaca + sick + 2 extra.

To which I, understandably, said "sweet *ass*."
But then I hear grumbling around the department, and realized people are *pissed* and I can not figure out why.
Their reasoning? That having kids who are likely to get sick at the onset of winter, they have to save a couple PTO days that other people without kids might not. So even though they have more total time off than before, they were not given as much as other people, and have days they could be using for vacations but are forced to hold onto them for an emergency.
Sometimes I don't understand people (even though the obvious simple solution is to allow a couple days of rollover into the 1st quarter of the next year, but still.)
