In the beginning you're best bet is to build a military of some kind and pillage inactive towns. Inactive towns have their name greyed out and a small (i) next to the name.
You should send a spy from your warehouse to the town you want to pillage.
After he gets there you can send him on a mission to spy out the other towns warehouse. If the town has enough goods to make it worth your while, attack!
Remember you can only take as much will fit on you ships, which is 500 goods per ship, minus the space used by your troops.

Gold can't be pillaged, so buying on the market can be difficult as you'll need your gold later.
