It's not difficult. You won't need much to pillage towns that are inactive, most have no military, just a wall.

I usually send 2 phalanx and every ship I own. The spy will help your phalanx get through the wall, I haven't lost a single one yet.
I send every ship since the towns I hit have to have 10k or more for it to be worth my while.
I'm sure you'd be fine with a couple of thousand of each. It's not hard to steal it.
