on the IRS application (which is long and shitty), you need to specifically note whether you intend on giving cash gifts or grants directly to individual people, and then there was a whole section (that we skipped by checking the "no" box) on how you intend on deciding how to do that and whatnot.
Not that it isn't doable, I just know it is an area of scrutiny on the application.
