It's not necessarily a problem with the data, it's just the nature of statistics. -- (edited)

No matter how spot-on your polling, there's always a margin of error...and with so many 3rd-tier candidates polling so close to each other there's no certain way to measure who's actually ahead.
Fiorina might be at 1%, but she also might be at 0.1%. Or 4.5%.
