I'm sure Valve kicked in some as they're stupid rich, and it's also I believe funded by in game purchases.

Which either unlock additional characters to play sooner than you could by playing the game, or purely cosmetic items like different skins for characters. These games are very careful to not let you buy a competitive advantage.
