Some places have rules like that but there should be other places. Our shelters are overflowing with cats so I'm sure yours are too.

You could go talk to a vet and get them to write a note saying you plan to use that vet. Not sure if that's enough. I'd just go somewhere else. There has to be another place that'll let you adopt a cat. There are so many that need homes, I'm sure you can find one.
There's always Craigslist. You can take a cat that is bound for the shelter.
