I think it's driven by the fact that the overwhelming majority of kids who buy toys in the boys aisle are boys.

They organized it for ease of purchase not to set some societal standard.

It's a feedback loop. Who knows how the gender split would look if society didn't encourage it from the earliest ages. -- nm
