It's a self-fulfilling prophecy in many ways. Transit in most places is so awful you would need to have no other choice (poverty) than to take it. -- (edited)

And therefore it gets seen as welfare and we continue to have bad and underfunded systems.

If we invested in the systems like other places do, that would almost certainly change over time as better systems would attract more riders.
