I heard someone yelling across the street today and I wanted to scold them, "DUDE. You're in downtown DC.

You're three blocks from the White House. If you're yelling in this area, people are going to think one of two things: gunfire, or terrorist attack. Use your inside voice while you're outside here."
There are of course random homeless yellers, but we tend to know who and where they are.
