And ultimately having no impact at all on their true loyalties?

I don't pretend to know a solution, but I have a deeply held belief (based on things I've read and on conversations with the few Muslim people I know) that Muslim people look at things completely differently than the majority of other people. It's almost as if they operate with a different dictionary. Same words with different meanings. Yet we continue to use our dictionary and expect them to respond to us the way other people like us would respond.

Sorry. I type too slowly to get everything I'm thinking in.
