You can pay the in betweens all you want; they aren't the opponents.
We're coming around to realizing you attack the insurgency by undercutting those who want something and who are in touch with the foot soldiers.
It's a ground game, same as a political campaign. Get "Community Organizers" to side with your operation and they'll bring their communities.
In this case, get 2nd tier opponents who control militias and such, get them more power and they bring their followers and you undercut those above them who will never come to your side because they won't rule on your side.
