E-cigs can contain nicotine and the long-term effects of the other ingredients isn't completely clear yet.

So this is a bit of covering their bases so if something other than the nicotine has long-term deleterious effects, they'll have accounted for that added cost in treatments.
And we already have fat surcharges in that a LOT of our health issues that insurance covers are obesity related and already priced into the premiums.
