Brazil was a military dictatorship until 20-30 years ago, and the armed forces still have a privileged place (which means more officers than needed,

higher pay, etc), and a domestic industry that needs to sell ships, planes and vehicles to the Brazilian government in order to survive.

It's also the world's fifth-largest country with a massive jungle in the middle of it, so there's also border security, search and rescue, emergency management, etc...
