The Civil War article was dumb. Firstly, the premise of the Cap movie can only be loosely based on the comic.

So pointing to the source material and suggest it's flaws - actual or perceived - will somehow sink the movie is highly speculative. Secondly, the flaws indicated in the source material are indeed perceived and not actual. I won't get into it other than to say that Stark and Reed Richards both have a dark side that leads to their actions and Cap's intentions, on its surface, may look like an attempt to carry on busting heads outside of any kind of regulation, but indeed he sees the registration act as an extension of what has gone before - Nazi holocaust, mutant registration - and what can come in the future - internment, weaponization, militarization.
