Ideally, rampant cheating wouldn't be possible. When it happened on Halo, there were consequences.

The new folks simply don't have the skill to eliminate it.
Halo's multiplayer is night and day better than Destiny, which isn't the way technology is supposed to work. Years later, the new game should have improved rather than degraded the concepts.
