They think that while the one cop is occupied on the ground trying to handcuff him either...

... a) the kid is going to grab for the officer's gun or something and things will end very badly, or b) someone in the crowd, like the lady irrationally screaming at the cop, is going to start throwing things or otherwise get involved.
They did exactly what they had to do to make sure that nobody got hurt or killed.
