he was under Joe's thrall. He then failed time and time and time again before he stowed away (presumably because Joe would kill him) and the people he tried to kill just sucked it up and put him in their party for no real reason other than redhead said, "Oh, he's with us."
Max's 'arc' was he failed people, he wouldn't fail these guys, so he kept them from dying by going back. His arc was told in zombie flashbacks that totaled 30 seconds. His only contribution was "Hey, let's not run till we die. Let's die going back the exact same way!"
