Doctor Who episode 2 wonderings (spoiler)

The Dalaks understand "mercy" because Doctor Who showed mercy to Davros when he was a child. What if the Doctor had done what he'd intended to do in the first place? What if he'd left him there to die after all?

Furthermore... the Doctor killed all those hand-eye-things in order to save Davros. What are we supposed to think of that? The Doctor never kills anything. Not even an insect, if he can avoid it.
