if the Doctor left Davros in the hand-mine field, he would have survived by some other means. That may even be why he Davros no lower half of his body. But Davros had to survive to make the Daleks which have been around since the first Doctor. All time would have been changed otherwise.
hand-mines were weapons, not people. if they were people at one time, they were not then. think of Cybermen. the Doctor kills them all the time, despite their human origins.
