He would likely get to stay while they fixed all the other apartments. They can do their work around him, it's been done many times.

There are people living in crappy apartments right next to gorgeous market rate places.
If they need to do work where he has to be out of the building then it's on the landlord to cover his hotel or living expenses and he gets to go right back when the work is done.
