I think every store should carry a little bit of holiday-themed wrap for those reasons and the occasional "Christmas in July" celebration or some family that wants to have Christmas/Hannuka/Kwanza/whatever at some odd time of the year.
But full blown decorations and crap before Halloween? If I was benevolent dictator of the world, that would be a paddlin' offense.
