true, but in my conspiracy theory I'm picking the most likely culprit, not the public face of the company just because he's the CEO.

And mostly I'm concerned about being accurate with the accusations. "This must go straight to the top!" is a sloppy, baseless claim.
Obviously *someone* put the cheat device in the cars, but until it's proven that the CEO was involved in that decision I'm not going to insinuate his guilt just because I'm looking for heads to roll.
