Will was a hallucination created by It in an attempt to reach earth.

The scenes of sacrifice in the 1800s were about appeasing It so that it wouldn't come through the portal.

NASA knows about the other side of the portal because of an experiment by Howard Stark.

Edit: Or else Will was possessed by It and that's why the rest of the team really died.
