See, but before a few minutes ago, I would have interpreted your first example as a downpour, not a flood. I think I must be the minority in that. :-) -- nm

Downpour = a massive deluge of rain. You could argue that there can be deluges of things that are not water .. :-) -- nm

yeah, and typically those might also be referred to as a flood, but I dunno. Deluge seems special. -- nm

Around here, typically a downpour will clog storm trains and cause localized flooding, as happened here on halloween -- (link)
