It's all in the context.
A "deluge" can be a flood ("Traffic in downtown Portland came to a standstill during the weekend deluge, which flooded several light rail trains") or a bombardment ("A sudden deluge of rain wiped out RC's plans for the cemetery tour on Halloween night").
