David, you are misunderstanding me, I am saying the reason does not matter.

since when do rules apply based on the reasons?

You have to follow the protocols in place. If the protocol is to follow the standard waiting period, then you follow those protocols.

I am sure to Will or ML or whoever, their reason for asking was legitimate.

You can't pick and choose who to make exceptions for is what I am saying. It just opens up the can of worms. It is much easier to just say, we have a protocol in place and we stick to it.
