Splitting the vote has risks too - it takes a while for everyone to agree/get their instructions, having a second name can be political, and it only takes one or two swing votes to change the result.
But yeah, this was a mistake - saying "five for Kelley, four for Ciera" would not have been contentious, and the 5-4-3 split means that two swing votes would have been needed to materially change the result (which was an acceptable risk IMO - but I guess after the stuff with Stephen vs Joe, they didn't want to confuse anyone)
