It's to do with the attack not really being organized/coordinated.

What happened on Parliament Hill was one disaffected loner who was inspired by IS, but not really connected with it. It's more like the guy who tried to assassinate Marois on her election - a random person with mental health issues.

If an organized attack had actually happened - like the planned Parliament Hill attack that was prevented a few years ago, or the planned Via Rail attack - it would be a different story.
