Customs and Immigration has quotas on how many immigrants and refugees can be accepted from specific countries/regions. Once they land at whatever port of entry they choose - or are trafficked through - they're pretty much free to go where ever they like so long as they meet whatever obligations have been put on them, such as appearing at hearings, meetings or interviews.
