It's possible both the Reds and Braves are trying to tank for draft picks.

There was an article posted recently about tanking for later success. I think Houston was one of the examples, maybe the Cubs as well.
Basically trade away all your MLB talent for the best prospects you can get. Hopefully those prospects and the high draft picks you earn turn into a good young (cheap) team.
