Powers Boothe was one of the members of the Small Council that launched the missile against Iron Man's wishes in Avengers. When he showed up on Agents of Shield, people presumed he was playing a different character. Last night, the writers confirmed it's the same person who tried to nuke aliens across the galaxy.
