If you're at the end against Joe, you are probably losing. If you are at the end against Fishbach, you have a good chance at winning. Putting him on the jury gives his vote to Jeremy. So you need to oust Jeremy, but that probably gives his vote to someone else and you still don't have a great chance of getting Fishbach's vote.
