If Joe makes it to the end, he wins. Maybe Kelly can beat him, depending on how she plays it from here. He has to be the favorite for most immunity challenges. You dump him this time and get rid of Fishbach next time. Or better yet, Jeremy. One big reason for dumping him was his advantage. He used that. It was obvious he would be using it. So it's gone and his threat status takes a major hit. So they could have taken out two threats by voting out Joe. But they instead went for someone who many of them could likely beat in a final tribal while making it that much harder to beat Jeremy.
