Walking Dead question. Spoilers, I suppose.

So the guys in the street are with Negan. No W's. The guys in the woods during the Daryl episode are also presumably with Negan. No W's.

So are there two different groups? Seems weird. If so, then what's the deal with the W group? That seems like tons of setup for minimal payoff if it's just that they're crazy and that's pretty much it.
