I was able to watch multiple episodes of Birds of Prey, so you shouldn't bring quality into the conversation.

To a larger point, Birds of Prey had the largest debut ever for The WB, so timeframe didn't stop it from being popular. Its ability to keep viewers was the problem, same as Supergirl.
