The one thing that bothers me about Agents of SHIELD is how these organizations with apparently immense reach seem to have very few admin staff.

Sure Bobbi and May can fly the quinjet, but who's doing the materials fabrication for repairs? Who's taking care of accounting for all the money they're spending and where are they getting funding? SHIELD seems to be made up of a team of half dozen agents. Hydra almost seems to have fewer, and yet they always seem to have an unlimited supply of grunts to do assaults. Who's doing the recruiting and training and background checks on those guys? Are there SHIELD/Hydra janitors?
