To be fair, I think that's an exaggeration of what he's saying. His suggestion is that black students who don't make the cut solely on their own

academic credentials, and that are only getting in on the basis of affirmative action may do better at a less demanding school where they meet the academic criteria. I have no idea whether that proves out statistically, but I'd guess there is evidence that back that up. Of course it denies that it is also denying better opportunities to people who are up to the challenge. There are plenty of people who don't get into one school or another but still have the ability to perform at that level when faced with the challenge. There is a randomness to academic qualification that this doesn't account for and race gets negatively impacted by that randomness.
