In reading the article he was referring to an amicus brief, so how much of what he is quoted as saying is him

saying "in this brief it says X, how do you answer that" versus "I agree with what this brief says, it reflects my thinking"?

We can infer from past rulings, but the article is light on the necessary context to make the determination in this instance.
