Not "only". These are students that are qualified to be there, but the deciding factor to admit has a racial component.

They might still get in if there was no consideration of race, but 25% of spots are guaranteed.
These aren't unqualified students, they just aren't in the top 10% of their class. That 10% figure could vary wildly just based on the size of the graduating class. Many VERY qualified students could be A students and only be in the top 25% of their class simply because they go to a large school.
And I've just given more thought to the issue than Scalia appears to have.
