Maybe. Maybe just differently qualified.

But fail to be in the top 10%.
Since "top 10%" is dependent on school size (I had it backwards above, smaller schools would make it harder for someone to be in the top 10%), other factors MUST be used.
These are students that are qualified based on academics. Perhaps even more qualified that some of the kids that get in based on the 10% rule.
