Some action is actually required, so these aren't just pledges of action that can be ignored like in Kyoto.

Yes, it would have to clear Congress for the US to be covered by it, though an administration could take steps to comply even without Congressional

That's true of any international deal. (The nuclear deal with Iran, for example) I'll be interested to read about the enforcement rules though -- nm
